Dear Mr. Pryadkin,
We, the Players of the Russian Premier League, are vitally interested in the future development of the National football and establishment of the conditions that will raise the number of professional, well qualified players in the higher divisions.
As the new Regulations on Status and Transfer of Players and FUR Players' Agents Regulations are to be adopted soon we would like to draw your attention to the present proposals which as we hope will be discussed and included in the new Regulations.
Our proposals:
1. To cancel the rising rate of the young players’ compensations calculation.
2. To reduce the age of the player’s training compensations from 23 to 21.
3. To establish the fixed training compensation amount on the basis of the average football player’s education and training costs and not on the income that he receives.
4. To establish the solidarity mechanism that would increase the football schools financial facilities and stimulate their interest in training of the professional football players. In this regard we suggest paying 5% from each player’s transfer inside Russia to the football school that has contributed to the player’s training and education as it is provided by the FIFA Rules and Regulations.
5. To establish the minimal monthly salary after the age of 17: for the Premier League Players – 75.000 rubles, First Division Players – 50.000 rubles, Second Division Players – 25.000 rubles.
6. To establish the expiry dates of the contracts between Players and Clubs concurrent with the summer and winter transfer windows terms: from the 15th till the 31st of December and from the 1st till the 15th of July.
7. To obligatory introduce the pre-term termination of the Player – Agents’ contract by the Football Player. Compensation is calculated on the basis of the Players contract with the Football Club that was signed with these Agents’ participation.
8. To include the representatives of the Union of Football Players and Coaches, recognized by FIFPro into the Football Union’s of Russia Dispute Resolution Chamber in the number equal to the number of Club’s representatives.
9. To include the representatives of the Union of Football Players and Coaches, recognized by FIFPro to in the Football Union’ of Russia Executive Committee.
10. To ensure the labor code’s rules and regulations fulfillment, ie provision of the professional sportsmen with the compulsory insurance by their employers. In particular, the labor contracts where the insurance covering serious injuries or total loss of work ability is not stated should not be registered. The insurance beneficiary should be the football player.
We kindly ask you to discuss these proposals with the representative of our Union (Leonchenko V.V.) and to introduce your the amendments to it.
